As the Indo-US atomic deal remains stuck due to politics, Prime Minister Manmohan Singh is expected to spell out his government's stand on nuclear issue at an international conference at New Delhi on Monday.

Singh is expected to use the forum to pitch for adoption of nuclear energy for civilian purposes while emphasising the need for universal disarmament in the atomic field at the two-day conclave which will have participation from several countries.

The event, interestingly, coincides with the 20th anniversary of Rajiv Gandhi's famous speech at the United Nations General Assembly in June 1988 on the topic "A world free of nuclear weapons".

The conclave, which will once again bring into focus India's bid to push for a world free of nuclear weapons, is being organised by the Indian Council of World Affairs and the Centre for Strategic and International Studies a non-governmental think tank.

Singh is expected to speak about India's intention to work for development of civilian nuclear programme for which it is seeking an end to the international sanctions in the field.

To enable India to have civil nuclear cooperation with the international community, the government is working to conclude the atomic deal with the US.

The effort is, however, facing stiff resistance from the Left parties, which provide crucial outside support to the government.

The government, at the same time, insists on universal nuclear disarmament as outlined by Rajiv Gandhi sat the UN about 20 years ago.

The conference, seen as New Delhi's attempt to give a fresh impetus to the debate over disarmament at the global arena is likely to be addressed by Vice President Hamid Ansari and External Affairs Minister Pranab Mukherjee.
