Advani calls for revival of POTA

Claiming that existing laws have proved ineffective to tackle terrorism, senior BJP leader L K Adavni demanded that stringent anti-terror laws like POTA be revived to fight the menace.

Speaking to reporters after his visit to the city civil hospital in Ahmedabad to meet the victims of 16 serial blasts that rocked Ahmedabad on Saturday, the Leader of Opposition said.

"common law makes things very difficult for the investigating agencies in their fight against terrorism."

"Some of the states have good laws to fight against organised crime, like in Maharashtra. Based on them, the Gujarat government has passed a law in the state legislative assembly to fight organised crime. But it is waiting Presidential clearance for the last four years", Advani said.

"I demand that there should not be further delay of even a day to give clearance to this law of Gujarat," Advani, who was speaking about GUJCOC which is based on MCOCA of Maharashtra, said.

Earlier in the day, accusing the UPA government led by Congress of being "terror-friendly", BJP spokesperson M A Naqvi told reporters in Patna that the Centre had confirmed the message after scrapping the POTA.

He said anti-terror legal frame-work be expanded by enacting a legislation to deal with terrorism. He called for the destruction the terror outfits establishments in the country.

"The Centre must bring in a new law as the country requires it in the wake of 42 big incidents of blasts, triggered by the terrorists during the past four-and-a-half years' rule of the UPA in the country," he said, while reacting to the serial blasts in Bangalore and Ahmedabad in the past two days.

Asked why the BJP-ruled states were targeted in the recent series of blasts, Naqvi said "it is because of the party's firm determination to end terrorism."

The erstwhile NDA government had made efforts to check the menace of terrorism by POTA as different foreign countries revised their existing anti-terrorist laws after the 9/11 attack in the US, he said, adding it was unfortunate that the UPA scrapped POTA as soon as it came to power.

Sinister plot

Naqvi said the explosions were part of the "sinister design" of terrorist organisations to create panic and divide society and asked the Central Government to take immediate steps to deal with the situation arising from the consecutive terror incidents in two major cities.

He said after the abolition of POTA, Gujarat had adopted a Maharashtra-type anti-terror law, which has been awaiting Presidential assent for four years. Naqvi demanded that both Gujarat and Rajasthan should be allowed to to have such laws.

He also expressed serious concern over alleged failure of the agencies to trace the terrorists involved in the most of the major incidents perpetrated by terrorists.

"Except Jaipur where one arrest was made, there seem to be no no significant progress in the probe in other similar cases," Naqvi added.

Naqvi said "though the people have no expectations from the UPA, which won the trust vote by adopting immoral and undemocratic methods, we demand that the Centre take immediate steps to protect the security and prestige of India during the rest of its tenure."

"If it (the UPA Government) fails in its responsibilities for security and prestige of the country, people will teach them (Congress and its allies) a lesson in the next Lok Sabha elections," the BJP spokesperson said.

He said the UPA Government should also seek help from Muslim League, National Conference, TDP and JKLF in its bid to tackle terrorism.

In reply to a question, Naqvi said the BJP would make inflation, internal security and incompetence of the UPA government major issues in the next Lok Sabha polls.
