Ministers meet on pay hikes for oil PSU officers

A Committee of Ministers headed by Home Minister P Chidambaram on Thursday held its first meeting to look into the anomalies in the pay hike approved by the government for executives of public sector companies.
"The government is going to be very sympathetic (to the demands made by oil PSU officers)," Petroleum Minister Murli Deora said before going for the meeting.
Oil PSU executives had struck work for 60 hours earlier this month, crippling fuel supplies, in protest against a mere 18 per cent increase in wages approved by the government. They had also protested against bureaucrats watering down the Justice Roa Committee recommendations for pay revisions.
After protests, Prime Minister Manmohan Singh had constituted the ministerial panel to look into their demands.
"Nothing has been finalised just now. This was the first meeting," Deora said after the one-hour meeting.
The Department of Public Enterprises briefed the committee on issues concerning wage hike.
Chidambaram is likely to call representatives of the executives to make a presentation at the next meeting and may take a third meeting before finalising the recommendations.

dear sufferers(read Oil Sector Officers),
Elections are here again. Vote out the culprits and there parties before, maybe, even your voting rights are withdrawn!!!Remember no national political leaders supported us(although the lot was very concerned about SATYAM during the strike period.Maybe there is more at stake there. Or are they afraid of more skeltons tumbling out of the (cup)boards!)
elections are declared ,model code of conduct is in place.
Two months gone no any decision taken by GOM regarding pay revision .

Just vent out your anger rather our anger through ballot. Let's unite and see to it that these elements who are responsible for this mess on wage revision: Santosh Mohan Dev, Murali Deora, P Chidambaram, Sushil Kumar Shinde do not get back to parliament.
GOM promised 1 month time to give their recommendations regarding PSU pay revision. Near 2 months have passed and there is no information or outcome. The govt has done it again for the nth time. How ironic. The PSU employees need some one else's permission to pay a decent wage from the money they have themselves earned.
Jawaharlal Nehru, termed the Public sector companies as temple of modern India and accordingly the person who is working there is the Pundit (Scholar). Unfortunately, this Scholar is being termed as Deshdrohi/Atankwadi today. Pay revision is due since 2007; several meetings and request were done to get a respectable wages commensurate to the hard and unsafe work being carried out by Oil sector employees with no result. A peaceful agitation highlighting injustice had been going on since June’08 but neither the Bureaucracy nor the Ministers involved paid any attention to the demands. It is important to know that the leaders of OSOA or public sectors are engineers and scientists working in harsh, hostile & hazardous atmosphere of oil/gas fields and not seasoned politicians.
The performance of ONGC since inception proves commitment of employees which build this great organization ONGC. But the events, that took place in last few days, have shaken our confidence. The manpower of an organization is the most powerful resource, presently it is highly demotivated and demoralized and penalized for a strike called for revision of pay in Oil PSUs which are far below the Industry standards. This unfortunate episode will further force the exodus of higly skilled and expert manpower.
At least truth and answer to the following question should come out.

A peaceful agitation highlighting injustice had been going on since June’08 but neither the Bureaucracy nor the Ministers involved paid any attention to the demands.
Why highly educated engineers and scientist took the extreme step of strike?
Why 64 families have been singled out & their livelihood has been put on stake when the ministry is also the party to the crisis?
Why media carried out only one side of story and termed their own countrymen as DESHDROHI?
It is widely spread that Govt/public sector employees do not work, then why in only two days whole country came to so called stand still?
Why the media created the panic and on behest of whom?
Can any one tell why the No.1 Company in India in terms of profit & lone fortune 500 company and its employees do not have any right to represent even after a period of 11 years not being heard?
Can any body tell why the company & its employees who bears more than Rs.20000 Crore subsidy burden p.a. of Indians for cheap oil be treated like traitors where as they should have been treated as true Indians?
Can any body tell why the technical manpower, the best of the manpower of ONGC constituting of Geoscientists and Engineers (BE's, B Techs, M.Scs, CA's, MBA's etc) should be treated like bonded laborers of beaurocrates because they opted to serve a PSU rather than earning handsome salaries in Pvt Sector?
If there are no answers then please hang all the ONGC employees and ask the politicians and bureaucrats to run a company like ONGC.
The dichotomy of usual preaching and practising of Indian media, intellectuals and management gurus/business pundits are quite palpable during and aftermath of 3day oil PSU strike. The apparent non-yielding tone set by Govt may have earned kudus from seemingly gullible population. This reminds me of "weapons of mass destruction" rantings of George W. Bush before the invasion of Iraq. The chorus orchestrated by Bush & party made many believe in WMDs he talked about existed and many pretended to believe for fear of reprisal. The stage was set for invasion of Iraq.
The recent strike by OIL PSU executives and its handling by Govt do have similiar analogies.
1. The demands were raised for last 2 years and at least 3 strike notices were given. Everytime Govt asked for time. Outcome zero.
2. In spite of assurances by ministry & DPE, they come out with something, which is even less than what executives have already rejected (read JRC).
3. Strike was allowed to go for 3 days. This is where executives minds lost out to political & bureaucratic minds.
4. One major private refiner had already commissioned a big refinery a month back. Their export market has been taking hit after recession and desperately needed domestic market. However, they wanted to enter with susidy sharing assurance from Govt. With the crisis already highlighted, stage was set for rentry of private players (read with subsidy sharing!).
5. This is the precise reason why Govt has been agent provocateur all the time. Do recall- always asking for time whenever strike call is given, then forgetting conveniently, Giving even less than JRC recommendation so that executives feel the last straw on camel's back and does a Kamikez strike, setting police after the leadership so that they can not re-group and decide about withdrawal (govt never wanted them to withdraw, how else crisis can be highlighted!.
6. Now the first priority of these executives is to get their colleagues reinstated and not the pay scale.
7. My PSU friends! you are fools who have deferred the strike 3 times thinking about the country. Our political leaders and sel-serving bureaucrats never think beyond elections, power and self interest. How many properties do these PSU executives have in big cities & metros? Though salary wise not much to differentiate, you will find all the bureaucrats having properties in posh localities of metros and major cities. But that is besides the point!
8. The striking executives may find jobs in private oil retailers whenever they enter or their entry is facilitated. In fact oil marketing executives will be much in demand. But for already lower salary benchmark, bargaining power will be limited. For exploration & drilling executives, a niche segment is already there. I can assure one and all, salary wise it will be better than what these PSUs are paying.
OIL PSU Executives, Do not expect GOM to give you the moon, not even a nearer hot air balloon. You may die in Kargil, Anadaman, NE, Bombay High while discharging your duties. It will be highly unpatriotic to expect some recognition, forget about medals & chakras.
Do not try to be Manjunath! Sorry friend, I did not want to disturb you in your eternal peace. RIP, do not look back else your heart will be broken, eternal peace will be shattered.
It is game people in the higher up play, who also decide our destiny. Now being POWs strike, which govt has WON, just pray for amnesty and wait for the JUDGEMENT DAY.

The best gesture from the govt should have been that they have reinstated the officers and therafter should have studied wether the group of people who took two years of continous effort and toured all overthe country meeting all the executive association and getting their presntation and conducted atleast 25 meetings and studied various facts and figures to give their recommendation in the form of JRC committee.and the secretaries with a stroke of pen stroke off every thing recomended by the committee.These few leaders cannot force the qualified people at that too 55thousand people who are qualified engineers
A study shall be made to find out why the comittee has recomended that types of benefit for the PSU employees and reduced by the other and if it is recession it shoud be for all reduce including those who have reduced the scales for PSU
dear friends lets understand that they are offering peanuts because the want only monkeys ,its why that scope stated that from last five years people have not joined from IIT and IIM in any of the PSU.If the govt is concerned then it should really adress the core issue and create a healthy atmosphere so that the executive can work and earn profits and laurels for the nation
A very democratic way of deciding the fate of oilmen.
01. First you sake the representatives how could have put the views of 55000 employees of oil PSUs
02. Then form a committee of NETAs without anyone from oilmen side BUT all of those who left no stone unturned in supressing the genuine demands of oilmen.
03. And finally decide what they consider appropriate howsoever, inappropriate it may be.
Why is govt taking so mush of pain now. It's brutal actions have already demoralised the workforce and noone expect much from this committee of ministers now.

This was said many times earlier also but nothing happened.If it was taken seriously,officer would have not taken the extreem step.Irony is nobody is asking any reation from Justice M J Rao who has given recomandation after 18 months of hard work which was thrashed by group of secreatary with 30 minutes.It baffle a lot where Govt fit into the picture for PSU pay revision as the dont know any thing about business.
