Non-bailable warrants were issued against founder of Pakistan-based terror outfit Lashker-e-Taiba Hafeez Saeed and 22 others, including its operations commander Zaki-ur-Rehman Lakhvi and suspected military official Col R Saadat Ullah, for allegedly hatching a conspiracy in the Mumbai terror attacks.

The move by the court would help India approach the Interpol for issuance of Red Corner Notice for the arrest of Saeed who became chief of Jamaat-ud-Dawa after Lashker was banned by several countries including the US.

Special Judge M L Tahaliyani issued the warrants asking the Mumbai Police Commissioner and the CBI Director to execute them through the Interpol and produce the absconders before the court soon.

Hafiz Saeed had provided military precision-like planning and training to terrorists between 2007 and 2008-end at Muridke (LeT headquarters), Manshera, Muzzafarabad, Azizabad, Paanch Teni in Pakistan and Pakistan-occupied Kashmir (PoK).

This is for the first time that the Lashker founder has been named in a chargesheet for his role in hatching the criminal conspiracy to execute the Mumbai terror strikes.

Mumbai Police, which filed the 11,280-page chargesheet in February this year, named 59-year-old Saeed as the first accused wanted for his suspected role in planning the unprecedented attack on the country's financial hub.

With Saeed being named in the chargesheet, India is looking forward to secure a Red Corner Notice from Interpol against him.

The warrants would be sent to the Interpol which will issue red corner notices to member-countries and flash them all over to trace the absconders, public prosecutor Ujjwal Nikam said.

"Pakistan is also member of Interpol and hence Pakistani police is under aN obligation to execute the warrants," he said.

Nikam said Saeed, Lakhvi and Sadat Ullah had trained Mohd Ajmal Kasab, the lone captured terrorist from Mumbai attacks, and nine other slain attackers in Mumbai last year, in launching terror strikes and gave logistics support to them.

“Saadat Ullah from Special Communication Organisation had accessed e-mail account of Kharak Singh (fictitious name) who opened Callphonex account used by terrorists to communicate with their handlers in Pakistan. The password of e-mail account was known to Sadat Ullah and he accessed it. This shows link between him and terrorists,” Nikam said.

An offshoot of Markaz-ud-Dawatul-Irshad, Lashkar renamed itself as Jamat-ud-Dawa, which was also banned by the United Nations. Saeed's clout in Pakistan started during the regime of the military dictator Zia-ul-Haq.
