    In a rare admission, a former Research and Analysis Wing (R&AW) chief has said that counter intelligence operations in India have failed to prevent penetration by foreign intelligence agencies and once even a Prime Minister was under the cloud of suspicion.

    Recommending that RAW should break out of the "iron cage" of bureaucracy, its former chief has said the external intelligence agency should be allowed to recruit professionals and outsource select activities to the private sector to get the best talent and expertise.

    "Rivalry between the three major intelligence agencies, RAW, IB and MI, has done a lot of damage not only to the agencies but also to the nation. The reluctance to share intelligence is the bane of all agencies, at least in India," said Major General (retd) V K Singh, who retired from RAW.
