In a stern rebuke on Wednesday, the Supreme Court of India condemned the governments of Punjab and Haryana for their inadequate measures against stubble burning, a significant contributor to the alarming air pollution levels in Delhi and its neighboring regions during the winter months.
The apex court drew attention to the rising number of stubble burning incidents in both states, labeling the situation as “absolute defiance” of the Commission of Air Quality Management’s directives. The court expressed frustration with the persistent non-compliance with the established orders aimed at curbing air pollution in the National Capital Region (NCR).
Justice AS Oka emphasized the gravity of the situation, stating, “We see that the affidavit by Haryana is full of non-compliance. We direct the Commission to take penal action against state officers under Section 14.” The court has mandated the presence of Haryana’s Chief Secretary, Mr. Prasad, at the next hearing on October 23 to explain the lack of compliance and the insufficient actions taken against violators.
Critique Of Central Government Panel
Moreover, the Supreme Court did not hold back in its criticism of the central government panel assigned to oversee air quality in the NCR, referring to it as a “toothless wonder.” The court expressed disappointment in the panel’s failure to effectively implement its directives, further complicating the already dire air quality crisis affecting the region.
The Air Pollution Crisis In Delhi
Delhi and its surrounding areas are annually engulfed in severe air pollution, particularly around Diwali, with conditions worsening as winter approaches. Experts attribute this air quality emergency to a toxic mix of smoke from stubble burning in Punjab and Haryana, compounded by local pollutants, including vehicular emissions and dust. Geographic and climatic factors, such as slow surface-level winds and falling temperatures, exacerbate the pollution levels, leading to a public health crisis.
The pollution issue is not just an environmental concern but has been worsened by administrative inaction. Both the Punjab and Haryana governments have struggled to implement effective strategies to tackle the ongoing problem of stubble burning, contributing significantly to the region’s air quality deterioration.
