In a significant address to industry leaders and experts at the 9th Heli Power India 2024, Civil Aviation Minister Shri Ram Mohan Naidu outlined a series of ambitious initiatives aimed at transforming the helicopter sector in India. Hosted by the Rotary Wing Society of India (RWSI), the event served as a platform for the Minister to share his vision of making helicopters a vital mode of transportation across the nation.
Announcing a specialised Helicopter Accelerator Cell within the Ministry of Civil Aviation, the Minister said, “This cell will be a dedicated platform for addressing the regulatory and operational needs of the helicopter industry. It’s time for tailored support and faster responses to sector-specific challenges.” By involving experts and streamlining decision-making, the cell aims to make helicopter operations smoother and more responsive to the industry’s growth demands.
Recognizing the need for significant growth in India’s helicopter fleet and infrastructure, Shri Ram Mohan Naidu revealed plans for new helipads and heliports nationwide. With only one licensed heliport currently, he stated, “India, with over 140 crore people, operates merely 250 civilian helicopters. Countries like Brazil have over 2,700, underscoring the vast opportunity before us to enhance connectivity and meet India’s demand.” He also urged manufacturers to establish Maintenance, Repair, and Overhaul (MRO) facilities within India, which would lower maintenance costs and support fleet expansion.
The Minister highlighted the life-saving potential of helicopters in emergency medical services (HEMS). Proposing a network of over 50 HEMS units along national highways and expressways, he said, “We are committed to making HEMS a robust part of our healthcare infrastructure, bringing rapid medical assistance to areas that need it most.” This initiative aligns with global standards and aims to increase India’s helicopter utilization for emergency medical services.
Shri Ram Mohan Naidu underscored the government’s commitment to growing heli tourism across India’s popular pilgrimage and tourist destinations. He remarked, “From Kedarnath to Vaishno Devi, demand for heli tourism has surged, and we are committed to making these journeys accessible and safe for all.” Under the UDAN 5.1 initiative, helicopter travel is becoming more affordable and convenient, transforming religious tourism and reducing travel times significantly.
The Minister acknowledged the unique needs of helicopter operations and announced plans to implement separate regulations. Currently treated under fixed-wing aircraft rules, helicopter operations face specific constraints. “The time has come to establish a regulatory framework dedicated to helicopters, including helicopter corridors and streamlined permissions,” he said. This reform will create an enabling environment and simplify processes for helicopter operators.
Addressing safety concerns surrounding single-engine helicopters, the Minister expressed his commitment to a public awareness campaign. “Single-engine helicopters are cost-effective and safe, designed with advanced technology and high safety standards,” he explained, adding that these helicopters play critical roles in emergency services and tourism. This initiative aims to build public trust and make helicopter travel a preferred choice across the country.
In closing, Shri Ram Mohan Naidu reiterated the Ministry’s commitment to collaborating with the RWSI, state governments, and industry stakeholders, reflecting the government’s principle of “Sabka Saath, Sabka Vikas.” “Together, we can make helicopter travel an integral part of India’s connectivity revolution,” he asserted.
These initiatives mark a significant step forward in creating a robust, inclusive, and sustainable helicopter ecosystem, aiming to meet the diverse needs of India’s population. The vision shared at the 9th Heli Power India 2024 heralds a new era of growth, accessibility, and safety for India’s helicopter industry.
