Stormy Parliament Session Expected as Manipur Issue Continues To Take Center Stage

The Monsoon session of Parliament, which began on July 20, is set to face another turbulent day on Monday, with the Manipur issue likely to dominate discussions once more. The session has been fraught with disruptions and walkouts over the violence in the northeastern state.

The Indian National Developmental Inclusive Alliance (I.N.D.I.A) bloc of Opposition MPs, who recently concluded a two-day visit to the violence-hit state, will meet in Parliament on Monday to brief Leader of Opposition Mallikarjun Kharge on the situation in Manipur. Subsequently, they will also provide a briefing to the I.N.D.I.A Alliance’s floor leaders.

On Wednesday, the Opposition front submitted a notice for a no-confidence motion against the government in Lok Sabha. Lok Sabha Speaker Om Birla admitted the motion after a headcount of over 50 MPs, as per the required rules. However, the date and time for discussion on the motion will be determined after consultation with all parties.

Both Houses of Parliament will convene at 11 am on Monday. On the government’s agenda for the week is the Bill seeking to replace the Centre’s Ordinance on control of services in Delhi. The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, aims to replace the ordinance issued in May, which excluded ‘services’ from the legislative competence of the Delhi legislative assembly, following a Supreme Court judgment.

Union Minister of Information and Broadcasting Anurag Thakur is expected to introduce the Press and Registration of Periodicals Bill, 2023, and move the Cinematograph (Amendment) Bill, 2023, in the respective Houses.

Union Minister of Law and Justice Arjun Ram Meghwal will present the Mediation Bill, 2021, for consideration and passage in the Rajya Sabha. Union Environment, Forest and Climate Change Minister Bhupender Yadav will move the Biological Diversity (Amendment) Bill, 2023, for consideration and passage in the same House.

Furthermore, Union Home Minister Amit Shah will present the Registration of Births and Deaths (Amendment) Bill, 2023, for consideration and passage in the Lok Sabha.

In addition to these bills, Union Finance Minister Nirmala Sitharaman is scheduled to move a motion in the Lok Sabha to amend the First Schedule of the Customs Tariff Act, with the aim to increase Import duty on Liquified Petroleum Gas (LPG), Propane, and Butane.

The monsoon session has been marked by disruptions since its commencement, with opposition members calling for a comprehensive discussion on Manipur and a statement from Prime Minister Narendra Modi.
