UGC draft enabling regulations to ease setting up of higher institutions: Min of Education

University Grants Commission (UGC) has drafted enabling Regulations to facilitate the establishment of campuses of foreign higher institutions in India, MoS Ministry of Education Dr. Subhas Sarkar stated on Wednesday in a written reply to questions asked by Rajya Sabha Kartikeya Sharma.

Mr. Sharma posed the following questions to the Ministry of Education:

(a) whether it is a fact that regional campuses of top 100 global ranking educational institutions are being established in India under the National Education Policy;

(b) if so, States where such campuses are proposed to be established;

(c) whether there will be participation of Government in these institutions;

(d) the details of the authority having the power to determine the curriculum and the fees to be paid in such institutions; and

(e) whether these proposed campuses in India will provide facilities like fee waiver and other facilities to the citizens like the institutions in England, America and other countries?

The written reply stated:

(a) to (e): National Education Policy (NEP), 2020 has envisioned that “top universities in the world will be facilitated to operate in India.” For this, “a legislative framework facilitating such entry will be put in place, and such universities will be given special dispensation regarding regulatory, governance, and content norms on par with other autonomous institutions of India.” Accordingly, University Grants Commission (UGC) has drafted enabling Regulations to facilitate the establishment of campuses of foreign higher institutions in India. The draft University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023 have been placed in the public domain seeking feedback suggestions, and comments from all the stakeholders. The draft Regulations are available at https://www.ugc.ac.in/pdfnews/9214094_Draft-Setting-up-and-Operation-of-Campusesof-Foreign-Higher-Educational-Institutions-in-India-Regulations-2023.pdf
