The Lok Sabha on Friday passed the much talked about Bhartiya Vayuyan Vidheyak 2024, a landmark legislation aimed at modernizing and revitalizing India’s aviation sector. Union Minister of Civil Aviation, Ram Mohan Naidu, while replying to the Bill discussion in Parliament emphasized its potential to position India as a global aviation hub and a leader in the Asia-Pacific region.
In his address, the Minister highlighted that under the visionary leadership of Prime Minister Narendra Modi, the Ministry has been transformed into a ‘Civilian Aviation Ministry’, making flying accessible and affordable for all citizens. The legislation is a testament to the government’s commitment to promoting the ‘Ease of Flying’ by creating a robust regulatory framework, encouraging foreign direct investment (FDI), and ensuring compliance with international conventions and best practices.

The Bhartiya Vayuyan Vidheyak formalises India to become ‘State of Design’ and ‘State of Manufacturing’, thereby promotes ‘Make in India’ and ‘AtmaNirbhar Bharat’ initiative by empowering India to approve and certify aircraft designs, a privilege held by only a few countries. The Minister highlighted that the bill simplifies the licensing process, particularly in obtaining Radio Telephony (RTR) certificates as part of ‘Ease of Doing’ business addressing the long pending demand of Aviation Industry through well-established examination system under the Directorate General of Civil Aviation (DGCA).
Importantly, the Bill resolves existing inconsistencies between Aircraft Act of 1934 and Rules there under, harmonising coherent regulatory environment in line with standards of International Bodies like ICAO. The Bill ensures that India meets global aviation safety and security standards by aligning with international conventions and audit recommendations from ICAO and FAA. The Bill has provisions structured as chapters and section wise.
While mentioning about the appeal mechanisms in the bill, the minister said that the legislation strengthens oversight and enforcement mechanisms while upholding the principles of natural justice through formalized appeal process at two levels. The bill promotes Ease of Doing Business in the country by removing the inconsistencies and redundancies in the Aircraft Act of 1934
Minister’s remark that his focus is on upgrading the aviation infrastructure instead of upgrading VIP air tickets, received wide applaud. The Minister shared his vision of establishing airports in every remote region of the country and thereby improving air navigation in the country with 300 airports by 2047. He said the Union Government is committed to facilitate setting up of aircraft MRO services in India taking the total business to $4 billion in next seven years which has a high employment generation avenue. Minister concluded his speech by reiterating the government’s dedication to make India a hub of aviation excellence and a leader in the global aviation landscape.
