Former Prime Minister Dr. Manmohan Singh made his way to the Parliament in a wheelchair to engage in a crucial Rajya Sabha session centred around the discussion of the Government of National Capital Territory of Delhi (Amendment) Bill, 2023.
However, Manmohan Singh’s appearance in the Rajya Sabha despite his fragile health, sparked a heated political debate on social media between the Congress and the Bharatiya Janata Party.
This bill grants authority to the Central Government to establish regulations related to the operations of the National Capital Territory of Delhi’s government. This encompasses the responsibilities, tenures, and employment terms of officials and staff.

BJP through its X handle (formerly Twitter) launched a scathing attack on Congress Party over bringing an ‘wheelchair bound’ former Prime Minister. The party wrote in Hindi, “The country will never forget this madness! To keep its dishonest alliance alive, Congress Party kept the former prime minister on a wheelchair until late at night”
Meanwhile, AAP MP Raghav Chadha took to his X handle (formerly Twitter), “Today, in the Rajya Sabha, Dr. Manmohan Singh stood as a beacon of integrity and came especially to vote against the black ordinance. His unwavering commitment to democracy and the Constitution is a profound inspiration. My heartfelt gratitude goes out to him for his invaluable support. Thank you, sir.”
The Congress party has issued a stringent directive to its MPs, urging their attendance in the Rajya Sabha on Monday. In an announcement dated August 4, publicly revealed on Sunday, the Congress party indicated, “Important matters are scheduled for deliberation in the Rajya Sabha on Monday, August 7, 2023.” The notification went on to request the unwavering presence of all Congress party members in the Rajya Sabha from 11:00 A.M. onwards until the session’s adjournment on the aforementioned Monday. Their unwavering support for the party’s stance was emphasized as of utmost significance.
The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, was introduced by Union Home Minister Amit Shah for consideration and approval in the House. This move followed the opposition members’ introduction of a resolution disapproving the ordinance brought forth by the government in May of the same year. The bill successfully cleared the Lok Sabha last week.
Opposition parties forming the I.N.D.I.A bloc stands in opposition to the bill. A methodical discussion on the bill is taking place within the House. The ongoing monsoon session of the Parliament has been marred by daily interruptions in the Rajya Sabha, spurred by the opposition’s insistence on an exhaustive dialogue concerning the Manipur situation and a statement from Prime Minister Narendra Modi.
