Intelligence agencies are closely monitoring IS-inspired modules following the call from the core Islamic State (IS-Central) for “lone wolves” worldwide to carry out attacks on “infidels” in honor of the 10-year anniversary of the “Caliphate” declaration by ISIS in Ramadan of 2014.

Islamic State spokesman Abu Hudhayfah al-Ansari has urged Muhajirin (foreign fighters) from all nations to join their ranks, emphasizing the significance of the Caliphate’s establishment as a pivotal moment in history and highlighting their global expansion, reaching as far as Mozambique in Africa.

While ISIS traces its origins back to 1999 under Jordanian extremist Abu Musab al-Zarqawi, it was not until 2014 that the group rebranded itself as Islamic State and appointed Abu Bakr al-Baghdadi as their Caliph. In his recent address, Ansari commended the Moscow terror attack and encouraged Muslims to migrate and unite with Islamic State affiliates worldwide, expressing confidence in the eventual triumph of Islam as prophesied by the Prophet.

Agencies have limited information on al-Ansari, who assumed the role of spokesperson in August last year after the arrest of Abu Omar al-Muhajir. In a previous speech in January, Ansari emphasized the importance of monotheism and jihad, stating that the conflict with the Jews is a religious ideological battle that will persist until the defeat of their antichrist.

Ansari proceeded to propose that the unbelievers could be eliminated through the use of explosives, incendiary bombs, bullets, buses, and knives to slaughter their necks. Given that his speech specifically targeted Christians and Jews, the authorities have requested that local law enforcement agencies increase their surveillance around Jewish establishments, community centers, and Chabad Houses in Delhi and Mumbai.

According to an internal memo, it is recommended that the local police take necessary measures considering the current situation. To prioritize public safety, it is suggested to increase the presence of uniformed officers at significant events and cultural locations, exercising caution. In order to strengthen security, religious establishments are advised to limit access to their premises, ensure the proper functioning of security cameras and alarms, conduct thorough checks of the surrounding areas, and screen all incoming mail and packages.
