The United States and several allied nations have proposed a 21-day ceasefire along the Israel-Lebanon border. This initiative aims to prevent a regional war and revitalize stalled hostage negotiations between Israel and Hamas.
Described by a senior U.S. official as an “important breakthrough,” the proposal emerges amidst intense fighting between Israel and Hezbollah, raising concerns that the conflict could escalate. Diplomats at the United Nations General Assembly have been working diligently to create a framework that would allow for a pause in hostilities and facilitate diplomatic discussions.
While Israel and Hezbollah have not yet agreed to the proposal, U.S. officials indicated that both parties are aware of its details and expressed optimism about its potential acceptance.

“The situation between Lebanon and Israel since October 8th, 2023, is intolerable and presents an unacceptable risk of broader regional escalation. This is in nobody’s interest, neither of the people of Israel nor of the people of Lebanon,” read a joint statement from the supporting nations.
President Joe Biden confirmed that the plan has received backing from the United States, Australia, Canada, the European Union, France, Germany, Italy, Japan, Saudi Arabia, the United Arab Emirates, and Qatar. “It’s important this war not widen,” Biden stated, highlighting the significance of international support for the ceasefire.
The immediate goal of the ceasefire is to reduce tensions and allow residents along the border to return home. However, officials also hope it will create “diplomatic space” to advance discussions regarding a ceasefire deal between Israel and Hamas, aimed at halting the fighting and securing the release of Israeli hostages held in Gaza.
The ceasefire proposal is the result of extensive diplomatic efforts by the Biden administration, with Secretary of State Antony Blinken actively engaging with both Arab and European partners to finalize the details. Biden has been in discussions with various world leaders throughout the week, working to solidify the proposal.
Blinken has been involved in intensive behind-the-scenes diplomacy, initially introducing the idea to G7 counterparts before meeting with Lebanese Prime Minister Najib Mikati to discuss its details. Support from Qatari and Saudi officials was also secured during the Gulf Cooperation Council meeting.
U.S. officials are hopeful that both sides will accept the ceasefire, but some diplomats have expressed concerns about adherence to any agreement. The proposal aims to buy time and facilitate arrangements in Gaza and the hostage negotiations.
French Foreign Minister Jean-Noel Barrot also indicated that a diplomatic solution is achievable, noting his plans to travel to Beirut to work with local stakeholders.
As the ceasefire discussions unfold, Israel’s military is preparing for a possible ground incursion into Lebanon. Prime Minister Benjamin Netanyahu has indicated support for U.S. efforts, with conditions ensuring the return of Israeli civilians to northern Israel.
Hezbollah has stated that its rocket fire would only cease when there is calm in Gaza, while Israel seeks to address both fronts separately. The White House has maintained that achieving a ceasefire in Gaza could pave the way for a broader diplomatic resolution.
Biden mentioned ongoing efforts to reach a ceasefire in Lebanon, suggesting that success in these discussions could facilitate further peace talks in the region, including in the West Bank and Gaza. He emphasized the urgency and commitment of his administration to secure a resolution, noting a desire for change in the region.
